NaToya Mitchell, M.A., is a Senior Manager at Dobson | DaVanzo, bringing a broad range of experience in driving business expansion opportunities, managing and sustaining client relationships, and directing cross-functional business operations. Joining in 2021, Ms. Mitchell works with a variety of commercial clients to develop and execute client-specific solutions from a multi-disciplinary approach. Primarily, Ms. Mitchell collaborates with clients to understand their specific needs and leads the Dobson | DaVanzo teams of research analysts, associates and programmers to develop and execute rigorous analytic approaches.
Ms. Mitchell has analyzed processes and outcomes in the healthcare delivery and public health settings to inform policy decision-making for various populations in both the private and public sectors. Committed to effective and equitable care, Ms. Mitchell is an Anne Arundel County, Maryland executive appointee and member of several commissions, boards, and workgroups. Formerly an administrator for the Maryland Department of Health, she led the Developmental Disabilities Administration delivery model for people self-directing home and community-based supports while actively managing a $235M portfolio of health services. Ms. Mitchell contributed to increased health promotion and access to health services.
Before joining Dobson | DaVanzo, Ms. Mitchell served as a healthcare executive and consultant. She was instrumental in leading programs, created new clinical and supportive programs for behavioral health, veterans, and individuals requiring chronic care and residential services.
Ms. Mitchell has earned a Master of Arts in International Studies, and a Bachelor of Arts in Political Science. She is currently pursuing a Doctor of Public Health from Morgan State University.
