Dobson | DaVanzo is a small, independent woman-owned business founded in 2007 with a demonstrated history of managing contracts to provide health services research and consulting to Federal clients.
Dobson | DaVanzo currently holds an independent delivery/independent quantity (IDIQ) task order contract with CMS under the Small Business Research and Demonstrations (SBRAD) vehicle (Contract No. HHSM-500-2011-000141). Under this vehicle, Dobson | DaVanzo has four active task order contracts with CMS:
1) Improvements to Medicare Disproportionate Share Hospital (DSH) (HHSM-500-2011-00014I, TO003)
CMS contracted with Dobson | DaVanzo to assist with implementing a revised Medicare Inpatient Prospective Payment System (IPPS) DSH payment policy as called for by Section 3133 of the Affordable Care Act of 2010 (ACA). Dobson | DaVanzo assessed data sources and definitions for uncompensated care and the uninsured to help CMS determine the calculation for DSH payments. This project is a continuation of a prior three-year project, with a base year and four option years.
2) Evaluation of the Medicare Intravenous Immune Globulin (IVIG) Access Demonstration (HHSM-500-2011-00014I, TO002)
CMS contracted with Dobson | DaVanzo to evaluate the impact of the Demonstration on beneficiary access to IVIG in the home and determine the appropriateness of a new payment methodology for IVIG in all care settings. The five-year project will also update an earlier report (2007) on the supply and distribution, demand and utilization, and IVIG access issues. The evaluation uses qualitative and quantitative analyses as well as a beneficiary survey.
3) Monitoring and Data Validation of Parts C and D Reporting Requirements (HHSM-500-2011-00014I)
CMS contracted with Dobson | DaVanzo and our subcontractor Acumen, LLC to monitor Parts C and D reporting requirement data submissions, prepare and analyze submitted data, create Public Use Files (PUF), and update and create Data Validation Standards. Our team works to improve the timeliness, completeness, validity, and accuracy of Parts C and D reporting requirement data to enable better assessment of organization performance and assurance that the care provided to Parts C and D beneficiaries meets CMS standards of quality, safety, and affordability. This contract consists of a base year and four option years.
4) Part D Formulary and Benefits Assessments (HHSM-500-2011-00014I)
CMS contracted with Dobson | DaVanzo and our subcontractor Acumen, LLC to conduct analyses for the Medicare Part D program to support CMS in determining whether the Part D formulary and benefit offerings are being administered as approved or dictated by Title I of the MMA. Our team conducts four core analyses and additional ad hoc activities to assist CMS in ensuring that Medicare Part D plans offer appropriate drug coverage and benefits for Part D beneficiaries, and are providing Medicare Part D offerings as approved and advertised. This contract consists of a base year and four option years.

Dobson | DaVanzo holds an IDIQ task order contract with MACPAC for policy and data analyses (MACP19405 MACPAC-15-001).
Agency for Healthcare Research and Quality (AHRQ)
Dobson | DaVanzo holds an IDIQ task order contract with AHRQ under the Planning, Evaluation, and Analysis Task Order Contract (PEATOC) (HHSA209201400006I) vehicle. Under this vehicle, Dobson | DaVanzo will prepare evaluation study designs, perform program evaluations and quick turnaround analyses, and conduct economic, cost-benefit, legal, policy and related types of studies and analyses.
