Steven Heath, M.P.A., is Manager of Research and Data Analytics for Dobson | DaVanzo. Mr. Heath has over a decade of experience in analyzing Medicare data from all care settings. He is currently conducting a study for a major home health care provider. In this project, he is developing measures of relative efficiency for the provider’s home health agencies based on the Medicare Home Health Cost Report data.
Mr. Heath has led several studies of economic impact using an input-output model (ImpLAN). He has modeled the economic impact of several types of health care on local economies, such as the contribution of community health centers to the State of Washington.
Mr. Heath also has substantial expertise in multivariate regression and has worked on studies involving patient selection factors using instrumental variables (IV). He recently completed work on a study for CMS of mammography follow-up rates using the Medicare Current Beneficiary Survey (MCBS). Because of the complex sampling design of the MCBS, Mr. Heath performed the analyses using SUDAAN statistical analysis software.
Mr. Heath spent nearly ten years working as a Senior Research Manager at Muse & Associates in Washington D.C., where he co-authored numerous client reports. While at Muse & Associates, Mr. Heath worked on a project to assist the North Dakota Department of Human Services (DHS) with a Medicare Part D implementation specifically focused on the transition of nearly 10,500 dual eligible beneficiaries. He also worked on an evaluation of the Chiropractic Health Care Demonstration Program (CHCDP) for the Department of Defense (DoD).
He specializes in developing models to estimate the effect of various legislative initiatives on the health care sector. Since joining Dobson | DaVanzo, Mr. Heath has modeled the financial impact of a long term care demonstration in a large northeastern state and has conducted numerous analyses of Medicare claims. He built a model to predict beneficiary out-of-pocket expenditures under Part D, and also developed a predictive model of the changes to post-acute treatment patterns that might accompany changes to Medicare reimbursement rates.
Mr. Heath has examined a broad range of health care topics. For example, he recently modeled the effect of the President’s Budget on the nursing home industry, both at an aggregate and per person per day (PPPD) levels. Mr. Heath also compiled data and prepared a report entitled Pharmaceutical Benefits under State Medical Assistance Programs for the National Pharmaceutical Council, Inc. Mr. Heath earned a Masters in Public Administration from Appalachian State University and a B.A. in Political Science and History from the University of Central Florida.
