Gregory Berger recently joined Dobson | DaVanzo as a Research Analyst. He brings three years of experience performing policy analysis and developing public outreach campaigns. While at Dobson|DaVanzo, Mr. Berger has completed work on two survey efforts. The first was a survey of stakeholders to determine how they perceived the value of their membership in a state primary care association. Results of this effort were provided to their Board of Directors and were used to inform the organization's annual strategic planning efforts.

The second survey was conducted for the Patient Advocate Foundation (PAF). This survey was conducted to determine if and how PAF data could be marketed to data users. The survey was distributed to high level policy makers (two former CMS Administrators and a current MedPAC Commissioner) to determine what broader strategic uses could be made of PAF data. Survey results were used to develop a strategic plan.

While at Dobson | DaVanzo, Mr. Berger has worked on several aspects of health care reform. For example, he worked on a project to model the effect of a “public plan” on hospital margins and payment-to-cost ratios. Mr. Berger coauthored the Health Affairs article that contained the results of these analyses. He is currently completing a survey for the California HealthCare Foundation of organizations that support community health centers in their mission to provide care to the nation’s most vulnerable patients.

Before joining Dobson | DaVanzo, Mr. Berger worked for the Congress Watch division of Public Citizen as a grant writer and program assistant. He also worked on Capitol Hill in the office of Senator Mikulski and with the Health, Education, Labor and Pensions Subcommittee on Aging to track legislation and implement new archival strategies. Mr. Berger graduated in May 2006 from the University of Pennsylvania with a B.A. in History, and wrote his senior thesis on President Nixon’s public health approach to domestic drug policy. Additionally, he has taken economics, statistics, and research methodology classes at the United States Department of Agriculture Graduate School in Washington, D.C.
