Audrey El-Gamil is a Senior Research Associate at Dobson | DaVanzo and brings six years of experience in health policy analysis. Ms. El-Gamil has worked to support projects for both federal clients, including CMS, and private-sector clients, including health care providers, associations, and foundations.
Ms. El-Gamil is skilled in both quantitative and qualitative analyses. She recently conducted an analysis for the Commonwealth Fund to determine the effect a uniform payment system that paid for Self-Pay patients at Medicaid rates would have in five states. The analysis was conducted on the individual hospital-level and was aggregated by hospital type, and the state level. She also recently led an analysis of California OSHPD data simulating the “public plan” under health care reform, and co-authored a resultant Health Affairs article.[1]
Ms. El-Gamil is also working on a large project for the home health industry to model different scenarios of post acute and “pre-acute” care using a patient level sample of identifiable Medicare claims linked across settings (including physician claims). The project is designed to examine the value proposition of home health care in reducing/avoiding hospital admissions for patients with chronic conditions.
Furthermore, she recently completed a study to understand the incremental cost of providing home hemodialysis for end-stage renal disease patients. Based on an industry survey, she collected cost information for providing home hemodialysis and compared the weekly cost of providing this service to the average weekly Medicare reimbursement to determine whether or not there were unmet costs providers incur.
Prior to joining Dobson | DaVanzo, Ms. El-Gamil worked at The Lewin Group, where she conducted numerous analyses of various aspects of Medicare provider payment. She has experience in designing and fielding surveys. She managed a large survey for the General Accountability Office (GAO) of ambulatory surgery centers and a survey of physician offices and hospital outpatient departments concerning their cost to administer intravenous immunoglobulin (IVIG) to Medicare patients.
She served as day-to-day manager for many projects, coordinating work-load among analysts and subcontractors and monitoring project budgets. Ms. El-Gamil earned a B.A. in communications with a concentration in general business from the University of Maryland.
